Windows is by default a barrier against other themes than they produced and approved by microsoft, which is more than a few of them in addition to 2, which comes with XP. To get around this, you need to freeze the so-called UXtheme-patch. You can find the link below!

The theme is sound, wallpaper, icons, the visual, etc. And just Visuals are appearance of all windows, taskbar and stuff. As we got to get with fx uxpatchen

Browse to C: \ Windows \ resources \ themes
Click Luna.theme
Tested clicking Luna.theme
Got the following error message:
The theme could not be loaded because the theme service is not running. You can start the service in the Administration Tool Computer Management in Control Panel.
A thing you can test!
Start a command prompt as administrator (type "cmd" in the Run, and press [Ctrl] + [Shift] + [Enter]). In the command window, type or paste "sc config themes start = auto", and press [Enter]. Close command prompt and reboot the box, then you can check on Themes if started.
Edit:
Pay attention to what you get for answers, in the command window when you run the command .... it should be kind "[SC] ChangeServiceConfig SUCCESSFUL" If it does not, then please write down what it says instead!
I tried to enter sc config themes ... in the command window, but must answer the following message:
Stated service is not installed.
So the problem persists, the service is not even as options under the list of services in administraions.

Are you quite sure that Themes are not in service?
You could test with a new account otherwise.
Run this:
and restart.regsvr32 "% System Root% \ System32 \ shsvcs.dll"

If you want this issue to get fixed i would advice you to re-register the files that are mentioned below once again on your system.

- Gpkcsp.dll
- Sccbase.dll
- Slbcsp.dll
- Mssip32.dll
- Cryptdlg.dll
To re-register the .dll files. Follow the below mentioned steps.
- Click Start, and then click Run.
- In the Open box, type cmd, and then click OK.
- At the command prompt, typeregsvr32 x, (Replace x by the dll files listed above) and then press ENTER after each line
- Type exit.
To resolve this problem, start the Themes service. To do this, follow these steps:
1. Click Start, click Run, type services.msc, and then click OK.
2. In the list of services, right-click Themes, and then click Properties.
3. On the General tab, click Automatic in the Startup type list.
4. On the General tab, click Start under Service status, and then click OK.
5. Exit Services.
