You need Windowblinds the program installed - if it's installed all you have to do is double click the .wba. It changes the look and feel of WindowsXP. Object Desktop lets you change your title bars, scrollbars, radio buttons, Start bar and nearly every other part of the Windows GUI. It works on all versions of Windows.
Double-clicking .wba file installs the skin if you have Windowsblind installed on your PC. WindowBlinds is a one-of-a-kind utility that allows Windows users to completely change the look and feel of the Windows interface by applying a new skin.
System Requirements to use WIndowsBlinds:
- Windows XP (32 bit)/Server 2003/Vista
- Minimum screen resolution: 1024 width and 768 height
- 60MB free drive space
- 256MB RAM
Once you buy that you can just double click the .wba file assuming that it is a type of theme.

Renaming the .wba to .zip will enable you to LOOK at the contents of the file but that will not enable you to install/use the skin. You first need the program Windowblinds installed.
