Try to disable Vista's CD Burning:
1. Launch registry editor (Start Menu--> Run--> regedit.exe).
2. Browse to HKEY_LOCAL_USER\Software\Microsoft\Windows\Current Version\Explorer\CD Burning\Drives.
3. Select the correct Volume subkey.
4. Find and modify the IsImapiDataBurnSupported DWORD to 0.
5. Close the registry editor.

Run registry (regedit.exe).You can Click Start and type regedit in Start Search and press Enter.Navigate to the following key in the registry:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
on the right pane, right ckick on the blank space and choose New to create a new 32-bit DWORD value. Name the new value name as “NoCDBurning“, and assign its datavalue as 1.To reset and turn on the CD burning feature, delete the NoCDBurning value, or set its value data to 0.The registry changes will take effect only after you restart the system or you logout and login again.
I was having a similar kind of a problem - my Vista detected DVDs as blank
I managed to fix the problem. this is how I did -
Appearing that the problem became after the Autorun setting was changed, I set it back to 1, where it was 0, in the key:
HKEY_LOCAL_MACHINE\System\CurrentCĂ‚*ontrolSet\Serv ices\CDRom
Autorun
I apparently fixed the issue, given that now I can insert CDs and read them, without being prompted for formating. But the damn desktop.ini still is created there. I think that is windows default and static behavior, and we won't be able to get rid of it.
You can try doing this - deleting the devices (cd-rom), and let windows detect and then install it again...., i think it should manage to solve your issues..
I can also face that kind of problem.i can do this with the help of device management.right click on my computer option than go to manage option than click to device management.You may solve your problem.
