Check the article on "How To Display the Volume Icon in the Notification Area in Windows" to solve your issue from the below link:
http://support.microsoft.com/kb/279435
I have followed the link that you have given and it said that "Windows cannot display the volume control on the task bar because the volume control program has not been installed. To install it use Add/Remove programs in control panel." How can I install it? Thanks.
You can also try to follow this article written on "Volume Icon Is Not Displayed in the Notification Area, and You Receive an Error Message When You Try to Add It" and see if that works for you:

I tried that but got a message stating that CD Rom is not an internal or external command, operable program or batch file? Do you have any other ideas? Thanks.
Did you notice that the message stated that CD Rom is to be replaced with the driver letter of the CD drive, have you tried to do that?
Can you try to go to Start and then Run and then type this - %windir%/system32. It will try to open the folder you can move sndvol32.exe into.
Thanks for the tips, the solution that you have given me has worked pretty fine.
