Have you tried to log the setup events for Windows Installer Cleanup Utility to determine the problem. Check the below article on "The Command-Line Options for the Microsoft Windows Installer Tool Msiexec.exe":

Can you try to click Start, Run and type this command:
msiexec.exe /l*v c:\installlog.txt /i "C:\Program Files\MSECACHE\WICU3\msicuu.msi"
It will launch the Windows Installer Cleanup Utility setup. When the setup fails, open c:\installlog.txt file using Notepad, copy the contents and include it in your reply. The log file is supposed to contain the details why the setup has failed.

Alright so just try to click Start, Run and type %temp% and press ENTER. After that delete all the files in the TEMP folder (ignore "file in use" error messages). Now try to open the Windows Installer Cleanup Utility's setup wrapper file "msicuu2.exe" using WinZip (third-party zip handler tool) and extract the following files to a folder on your Desktop.
msicuu.exe
msicuu.msi
MsiZapA.exe
MsiZapU.exe
readme.txt
StartMsi.vbs
After that you have to open the folder where you extracted the above files and then double-click StartMsi.vbs to run it.
Thanks for the wonderful solution, it actually installed the windows clean up utility. Now all I have to do is delete all the HP installs and then try to install my printer again.
