This link is really useful but unfortunately I had a more sophisticated case. Because I didn't find any solutions I tried to find out it by myself. I wrote a Howto:
This howto describes how to reveal the disppeared language toolbar on Windows XP Pro

1. On your system, find a user having that toolbar. (It is considerable to take a look on the Administrator also.) If you can not find any, this howto will not help you.
2. Sign in to the user having the language toolbar. Start regedit and export the whole HKCU\Software\Microsoft\CTF tree. (HKCU is HKEY_CURRENT_USER but I hope it's known. Other, please consider calling a computer expert.) Save this file on a place your other users can access. My file looks like this:

3. Sign off and sign in to your user to repair.
4. Start regedit and check HKCU\Software\Microsoft\Windows\CurrentVersion\Run. If there is no starting key for ctfmon.exe create one. The name must be ctfmon.exe and the content defaultly can be C:\WINDOWS\system32\ctfmon.exe
5. At http://www.kellys-korner-xp.com/xp_tweaks.htm find Language Bar Remove - Restore. Download the restore file and import it. The file looks like this:

6. Delete the whole HKCU\Software\Microsoft\CTF tree. Import the file you exported at 2.
7. Sign off and sign in. (Sign off means sing off not change user.) The language toolbar would appear.
