How to put pictures on top of a video?

How do you put a picture on top of you video so that the audio is still running but the video isn't?

It is quite simple. You can do it by dragging a video on the Music track. Make sure you drag it all the way to left on the track then right click and mute the track. This will separate the video but it will still play properly. Once done, split the video and remove section of the same duration as still shot.
