Windows Cannot Connect to Group Policy Client Service...

I am having an issue on one of our client computers. We are all running Windows Vista Ultimate and Windows Server 2003. One cleint computer continues to popup a notification that says "Windows cannot connect to Group Policy Client Service..." The same message as many previous posts. I am able to log on with Admin and the user's profile. Once I am logged on I get the popup and it goes away, however I encounter a problem with my connection to the network and internet continuously going from connected to disconnected. I have tried everything that I have seen on these posts, but nothing changes. I am unable to do the system recovery as it won't work when I press F11 (HP Desktop). Does anyone have any clue how to fix this problem? Please help!!!

I have heard many people complain about the issue, but that was all before Vista/W2K8 SP2.
Do you have SP2 already installed? I do not know if you noticed, but MS whenever you are up to date in addressing a problem. When you log on as administrator, try this as a solution: open cmd and then type netsh on the command prompt and then type that winsock reset. Tyr this I hope this will help you give thanks.
