    "Security Center can't change your automatic updating settings"

    I keep getting this message everytime I try to update my computer...I'm
    running Vista 32bit. In addition to that whenever I log onto the internet
    and use either firefox or internet explorer I get this message: "microsoft
    windows explorer is restarting"
    can someone please help me?
