Code 80240038 when attempting Windows Update

Anyone know why I would be getting a "Code 80240038" in Vista when simply
trying to query MS for updates.

Ideas?

[Hardrive]

Windows Update service in the services mmc is set to "Automatic (Delayed Start)" by default.

Disable the service and then apply - enable the service to Automatic without the Dealyed Start and apply again.
