Updates won't install

Hello again,
I right-clicked the Windows folder and selected Properties. The Windows
folder is 12 GB!!! Something happened that made it get that big. Do you know
what it was?
I have a 5 year old Dell laptop running XP with SP3.

Is the only way to fix this is re-build the hard disk?
