Those who have the same problem, but who return after the date of removal of the file on your site to "share", how they make. Can you reach WindowsUpdate. Can you attempt an update, via help, about, check for updates, and then go to \windows\windowsupdate.log (text file, open with notepad)--and cut and paste just the final section relating to to that update attempt--to a message in this thread. Since when we download directly "executable" to people who ask for help?!? It's a funny way of giving them good habits. This file is not an official source, no author identified that the download offers no source that lets you know he will not bring disaster on the machine.

If you go to Windows Update, are you offered signature updates for Windows Defender. I suspect, but am not certain, that the log indicates that you are on a managed network that has blocked access to the Internet for AutoUpdate. I don't understand it fully--because I think I should be seeing references to SUS or WSUS servers, and I don't see them.
