Sometimes the website doesnt update the proper details on how many seeders and leechers are there on a particular torrent. You can try to download the same torrent in its client software and see whether it is downloadable or not. However, I dont think that it will be downloadable since all its trackers are outdated and deleted.

I think seeders are required to download a torrent because trackers are used either for public or for private use where you need to have equal amount of share ratio, that is, if you download 1gb file then you have to upload 1gb file as well or else you will not be allowed to download torrent next time.
