when i clicking any file "open with" is coming?

when i clicking any file "open with" is coming?
for example when i click pdf file, it is coming "open with" so i choose abode reader and check "always open this file with this program" then also it showing "open with" window.
even when installation of programs or softwares also "open with" is coming?
i am using windows 7 OS.
