I just wanted to know that are you getting this error while installing some application or you are just getting it when you are running the cmd??? i have checked out for the error that you are getting and i have found that there are not of people who had faced this problem but then the thing that was common in their case was that they got this error while installing some applications, so just let me know if you are having the same case for further help.
Try to perform a clean boot and see if it works for you. To do that click on Start and then in the Search box type msconfig.exe and press Enter. A System configuration utility will popup where you need to click on General Tab and then click the Selective startup option and then click to clear the Load startup items checkbox. After that on the Services tab click to select the Hide all Microsoft services checkbox and then click Disable all. Click ok and then restart your computer.
If the above solution doesnt work for you then try to run SFC Scan. By doing a System File Checker scan, corrupt or missing system files will be replaced on your computer. To do the same click start and then in the search box type cmd and then open command prompt as administrator. Then you need to type sfc /scannow in the cmd and press enter. It will start scanning for corrupt files and repair it in the process.
