What is a libbluray and how to compile libbluray?

I am using a computer and I already downloaded libbluray using mysisgit. I want to know that What is a libbluray? I would also like to know how I can compile and install it in windows if it is at all possible to do so in windows. What is a use of libbluray library? If there is a someone who know about it then please reply me as soon as possible.

You have to compile libbluray library. For that first you have to download vlc git and then type the following code to compile libbluray library:-
