Normal priority block requests when having high priority

I am using the uTorrent in which i am downloading two files one is having the low priority and another one is having the high priority. The logger of the uTorrent shows that the low priority is having block request from the peers and seeds by the high priority blocks. And i am unable to find the reason behind this blocking of normal priority with the high priority. If any one can explain me then please step ahead. Thank you.

It completely dependent on the availability of the seeds on the torrent download. If the low priority is having the most seeds available then it will be given priority before the High priority torrent seeds. And if the high priority seeds is having the availability then it will finish the download first. So there are no such priority basis download.

I am not agree with the above solution as if the peers is having the High priority then how come that seed will be given priority after the normal peers only. I have not yet seen the normal priority will be downloaded before the lower one. So if you can give some more reasoning about the same that you are talking about.
