You must have dragged the cursor while selecting the Taskbar and hence it is of double size. To bring it back to normal view, move the cursor on the edge of the taskbar till a double sided arrow appears. When the arrow appears, click and drag the task bar downwards till the size which is desirable is achieved. Hope the post helps.

There is specific tool available for this. You can download the same from the attachment. It just a 47kb tool called Taskbar Repair Tool Plus. It fixes various issue of Taskbar which is task bar missing, grayed out issue, missing programs, classic menu, small buttons, etc. Just download and install the same and then configure the taskbar from this tool.

I think you need to check out with the settings in the properties of your taskbar. To do this you need to go on the taskbar and then right click on it and then go to the properties, just check it out once and exit it. Then after that one more time right click it and there you will see an option which is called lock taskbar, unlock it and then check it out. It might solve your problem.
