What is rotoscoping in adobe premiere pro

To edit a clip proper and add up some information in the starting a friend suggested me to do rotoscoping. I am not aware of this option in adobe premier. What does this mean and how to enable the same. How to scale a video and enable auto save options. I also need some tips on re-establishing media line on the video.
