As you said that the arrow keys is not functioning while scrolling on your browser. This could be due to the drivers related to the keyboard may not be responding with the same. So it is essential that the drivers been installed to the system to work out well and should be able to cope with the operating system. Check out if the issue occurs in all other programs other than your browser.

    3) Internet options.
    4) Advanced tab.
    5) Check the smooth scrolling.
    6) Restart the browser.

    This should work out.

There could be a problem with the application that is the web browser. You need to check out by uninstalling the browser and the installing it again with a new fresh copy of the same. It could be that the browser may have been appended with some bug issues that may be relevantly the issue that is causing such problem. So do check out for the thing.

The problem could generally be due to the Caret Browsing been enabled accidentally to the browser settings. You need to disable the caret browsing settings as it would not allow the application to work out that is scrolling with the arrow keys that you use. You need to check out for the same. So disable the feature and hence you might then be able to work on it.

Press F7 key from the keyboard and then try to make the changes that you may get to the display. Press the key when the browser is opened and then look out. You might be asked to make the caret browsing feature to be enabled or disabled. Click on No and then make the feature to be disabled accordingly if it is been activated. Hope this should work.
