I just tested, and iTunes wants to Windows, simply add the . tl extension to the file iTunes Library and put into place.
Follow the following steps to Move iTunes Music Library from Mac to PC:
iTunes use fixed path to music file to identify library file. So first you need to organize your music.
Let iTunes organize music:
In iTunes -> Preferences -> Advanced tab, set music location as you like, check next to "Keep iTunes Music Folder organized". Now go to Advanced -> Consolidate Library. iTunes will take some time to put all music in one organized folder.
Copy iTunes Music folder from Mac to PC
Copy your iTunes Music folder from Mac to PC, place music in default "iTunes Music" folder in "iTunes" folder in your "My Music" folder used by iTunes. Also copy "iTunes 4 Music Library" file.
iTunes will already have "iTunes 4 Music Library.itl" and "iTunes Music Library.xml. Delete "iTunes 4 Music Library.itl" and replace it with "iTunes 4 Music Library" from Mac, adding the ".itl" extension by hand. Now start iTunes again. You've moved your iTunes library from your Mac to your PC.
