question Keyboard works but the mouse doesn't

Ok, I have already tried the basics such as another mouse, all of the USB ports, even a system restore. I have had a little bit of advice to get into the device manager and work with the mouse settings. Using only the keyboard I tried just that but was given an error message that said a snap-in might not have been installed properly. Just before it stopped working I installed norton because I was having malware and hijack problems. If you have any input it would be greatly appreciated.
