This error usually occurs when The integrated development environment (IDE) is unable to load Msxml3.dll. and if The IDE is not able to load Msxml3.dll. then To repair the Msxml3.dll registration, follow these steps:

Uninstall Msxml4.dll , On the Start menu, click Run. In the Open box, type regsvr32/u c:\winnt\system32\msxml4.dll, and then click OK. Download and install the security update for MSXML Download the security update for the latest version of MSXML you have on your computer . Run the file. Exe for the update of security.

    copy the following files from "C:\Program Files\Common Files\Microsoft Shared\MSEnv\" to "C:\Program Files\Microsoft Visual Studio 8\Common7\IDE \"

    dte80.olb
    dte80a.olb
    dte90.olb
    dte90a.old

and then register them all in that location and the application now should works as both administrator and as a regular user.

Hello, i Thinks You Just need to Copy the files , and also if you have 64bit environments then You Have to Copy the dte80.dll and dte80a.dll from “C:\Program Files (x86)\Common Files\microsoft shared\MSEnv” to “C:\Program Files (x86)\Microsoft Visual Studio 9.0\Common7\IDE” and Not from C:\Program Files\Common Files\Microsoft Shared\MSEnv\" to "C:\Program Files\Microsoft Visual Studio 8\Common7\IDE \ ( This is for 32 bit)
