What is the use of tsmuxer

I have a problem converting a video file. Its a Blu-ray video disc and when i asked my friend how to convert it to DVD he told me to download tsmuxer. I am not aware of it. Can anyone tell me what is tsmuxer? Is it a video editing software or just a Blu-ray ripper. Please help!
