The problem can be due to add-on that is loading with IE that is requiring elevated privileges. Go to the Control Panel/Internet Options/Programs tab and click 'manage addons' and disable them

    try this:
    1. Highlight the Inbox in the Mail Folders
    2. Right click and select properties
    3. Uncheck Automotically Generate Microsoft Exchange Views

this problem can be due to page memory or virual memory make sure that windows drive is not full also it is not less than virtual set memory.then check for application that can cause of conflict for outlook while acquiring some resources like internet access and else..try this
    1. Go to Start > Run and type regsvr32 inetcomm.dll
    2. Check if antivirus email check is slowing sending and receiving. Disable it.
Disable Firewall, antispyware, antispam, and antivirus like Norton
    3. In the account settings, Advanced settings, Increase the server timeout
    4. Create a new Outlook profile.
