I have no answer, but if it could help, the solution that I would rip the DVD (convert to digital file) in a format compatible with Windows Movie Maker (you should have installed by default).
In Windows Movie Maker, you can edit the file, so the cut to select the scene that interests you, then save it in WMV format which must be compatible with PowerPoint.
To rip the DVD, I have no knowledge of what is best in this area and I do not have windows to test, but looking a bit on google you should be able to find easily.
What is your Powerpoint version ? and you want to insert a entire movie or a part of the movie.
