Can't time sync with Windows 2003 Server Std.

When I double click the clock on our 2003 server (logged in as admin) and
try to sync with the Internet Time tab it always fails. I've tried several
NTP servers in this box with no success.

I've verified that the servers I'm using are valid, as they work on my
Windows XP machines. The Windows Time service is running.

I also cannot get the "net time /set" command to function:

    C:\>net time /set
    Could not locate a time-server.

More help is available by typing NET HELPMSG 3912.

    C:\>net time /query
The current SNTP value is: ntp.cpsc.ucalgary.ca time-nw.nist.gov

    The command completed successfully.

Any idea why this isn't working?

    Hello Calab,

    Is the firewall enabled?

Firewall is disabled... All PC's are behind a NAT router.

Check the router's NTP settings, it could be that the router is blocking the
    NTP protocol.

    the
    | NTP protocol.

Thought of that, but would the router block outgoing connections?

Also, other PCs behind the same router are working fine.

Are there any services I need to make sure are started or stopped? Any other
oddities that 2K3R2 Server may need to have NTP sync work?

If this server is a member of an AD domain, then there is a time sync
    heirarchy already in place.

    If not, then 2003 servers should be using w32tm instead of net time;
