ADMT (Active Directory Migration Tool) is usually used for domain
migration, which allows us to migrate user account, user group, NTFS
permission etc. For more information about ADMT, please refer to the

As the latest ADMT 3.0 doesn't support Windows Server 2008 and the ADMT 3.1
is unavailable until May, 2008, currently, we cannot use ADMT tool to
migrate a Windows Server 2003 domain to Windows Server 2008. Considering
the current situation, you may consider using RenDom.exe tool in Windows
Server 2003 to rename the domain first, and then upgrade Windows Server
2003 to Windows Server 2008 following the KB article that Meinolf provided.
In case that your environment includes Exchange server, please pay
attention to the following articles. If you encounter any difficulties
about Exchange when renaming domain, please post in the following newsgroup
to obtain Exchange related technical assistance:
microsoft.public.exchange.setup
microsoft.public.exchange.admin
microsoft.public.exchange.applications
The Microsoft Exchange System Attendant service does not start on a
computer that is running Exchange Server 2007 after you rename a Windows
Server 2003 domain
