Windows 2003 Server Mac File Sharing using AFP

How do I allow a Mac client to access a file share using afp on a
Windows 2003 Server 64 bit server?

In Windows 2003 Server 32 bit it worked fine if I
    1. Enable Apple Clear Text authentication via Computer Management ->
Shared Folders -> "Configure File Server for Macintosh" and then
    setting the Enable authentication.

    2. Disable "Digitally sign communications (always)" under the Local
    Security Policy.

But in the 64 bit version there is no "Configure File Server for
Macintosh" option. Is there a another way to enable Apple Clear Text
or some other method of allowing mac clients to connect using AFP?

    Thanks

    check the windows components

Hi, on the windows server check whether the required File services for Macintosh are installed. (Start-run, then type "appwiz.cpl" without the quotes and in the installed software window click Add or remove windows components. When the windows setup window starts, select Other network file and print services a click the Details button. Check whether the File services for Mac has a check box next to it, when not, You should install it first to see the settings in compmgmt.msc.
Also check whether on the x64 server is SP2 installed.

See the screenshot, i have one win2k3 x64 server and I can setup the authentication method for mac. (registration and computer type info in screenshot removed, since its not mine, I only administer the server).
