Windows Error 1722 - RPC Server Unavailable

Have a windows 2003 SP2 server that is the only DC in the domain. It can not
contact the GC, nslookup does not see the server, and it is missing the
_msdsc subfolder under the forward lookup zone. The server is getting Event
IDs 1126. Trying to create a trust between this domain and another 2003
domain to use the ADMT tool but getting the server is not operational. Does
the subfolder _msdsc folder need to be recreated? If yes, how is that done?
    Any other suggestions?

Sounds like a DNS issue. Is your one DC also the GC? Where is your DNS server
    running for your AD network?

It is the GC. It is the only DC in the environment. Already fixed DNS. Still
    getting the error.
