Windows 2003 Cluster LOCAL QUORUM PROBLEM

am trying to configure a cluster with Windows 2003 Server Ent. The cluster
disks will be provided by a SAN (EVA 4000). I present the quorum disk to
both nodes. The network config is OK in both nodes, one public and one
private each. I start the cluster wizard to create the cluster. Everything
seems to go fine except for one warning saying "0x00138f: the cluster
resource could not be found".

The result is that the quorum appears as a "local Quorum" and not as as
physical disk resource, eventhough the disk is available in the server, it
is presented from the SAN.

I have found the same error in microsoft knowledge base but when trying to
add the second node. This is not my problem, i have it while creating the
cluster with its first node.

Any ideas?

If the cluster install doens't find any cluster capable disks, it will
automatically install with 'local quorum'. Check the clcfgsrv.log in the
\windows\ directory. There may be some indication of why the shared disks
were not detected. Have you tried manually adding the disks after the
install completes?

Are you booting from the SAN or using the same HBA for SAN storage and the
boot luns? If so, you'll need to add a registry hack so cluster will use
drives on the SAN. See the following KB for details:
