The instant way to fix the issue is by installing Windows server 2003 SP1. This will fix the issue. You can simply install the same and check back. You can also go ahead with trying run Windows Update. The file which you are asking is not provided on the web. You can also manually replace the file on your system which work. Recently I was facing a bit issue with some dll file in the system. I was getting a regular popup on the screen about missing dll file. I found a manual download of the same. I restored the file in the exact location from where it was missing and it worked.
There are few sites which are giving you download. But better test the same before taking. There can be issue later on. I will not recommend you to blindly download any file and replace the same in your system. There can be security issue later on. The best thing you can do is go ahead with Windows Server SP1 update. This will surely restore the missing files. I am using SFC /Scannow whenever I have any issue in my system associated with missing or damage file. It take time and fix a huge amount of problem in the system.
