    Non admins cannot add printer?

regular domain users on XP cannot install printer by double clicking on printer share on a
win2003 print que server. Admins can install the printer, then the regular domain user can
install the printer. Why is this? The domain users are getting this error.
A policy is in effect on your computer which prevents you from connecting to this print queue. Please contact your
    system administrator.

I am having problems with getting group policies to work right now. So I guess I have to get that fixed asap.
