    Migrating user accounts/permissions

    Hi folks.
Does anyone know of any useful tools to migrate user accounts/permissions from Server 2003 32-bit to Server 2008 R2 on a new box?
This is a situation where the server is pretty basic, not a domain controller and has less than 6 or 7 users on at any given time, but around 20 total user accounts.
I can create these manually I know but is there any other way to do this?
I'm used to dealing with migrating active directory info within a domain so this simpler situation has me puzzled.
