    Domain Admin cannot create user account

    Users with "Domain Admin" rights are unable to create new users in Active Directory. What is the likely cause?

    The issue appears because you had not delegated proper administrator control to the user account. This includes providing admin task to the user account or group in active directory. It consist of task like creating, removing & managing a user account. In order to delegate administrative task to an user you have to do the following.
    • First Run Delegation Control Wizard. You can run that by going in Active Directory > Users & Computers > Domain Node > Details > Organizational Unit > Delegate Control > Next.
    • Choose the user to who you want to assign common Admin task and then click on Add.
    • To assign a task click Delegate > Choose the Task > Finish.
