Windows 2008: Cannot access by computer_name

My Windows 2008 Server cannot be accessed by name, but it can be accessed by
IP. It cannot ping by name.
Yes, the thing I checked it was the DNS, the DNS is clean, no event.
    Did the DCDiag, everything passed.
    The DNS Server is running.
Where should I start to troubleshoot this problem?

RE: Windows 2008: Cannot access by computer_name

Update: I found some information in "Applications and Services", DNS Server.

The DNS server is waiting for Active Directory Domain Services (AD DS) to
signal that the initial synchronization of the directory has been completed.
The DNS server service cannot start until the initial synchronization is
complete because critical DNS data might not yet be replicated onto this
domain controller. If events in the AD DS event log indicate that there is a
problem with DNS name resolution, consider adding the IP address of another
DNS server for this domain to the DNS server list in the Internet Protocol
properties of this computer. This event will be logged every two minutes
until AD DS has signaled that the initial synchronization has successfully
    completed.

    Hello Johnny,

Is that the only server or are there more DNS servers? Please post an unedited
    ipconfig /all from it/them.

    Hello Johnny,

Ipconfig from the server looks ok.

If you do not use IPv6, disable it. Often causes problems.

Is a firewall running on the client or server?

In the DNS management console exists under forward lookup zone _msdcs.kool.com
and kool.com and is the server listed with it's own record's, also as DNS
    server?

Please post an unedited ipconfig /all from the problem client.

    IPv6 disabled.
Firewall enabled on both (Server/Client), but I disabled and it did not make
    any difference.
Yes, I have both under DNS Management Console, but only KOOL.COM has the
    servername and IP record.

I see the problem, my DNS server from client side, shows 192.168.0.1.

Re: Windows 2008: Cannot access by computer_name

    Hello Johnny,

The problem is 192.168.0.1 the default gateway also is the DNS preferred.
Your router is providing DNS? Then change it to the server.

To get internet access for the domain, you have then to configure a FORWARDER
under the DNS server properties in the DNS management console to your ISP's
    DNS server.

No, My router is not providing the DNS. I don't see where in the router I can
    change it.
I did put the router IP in the Forwarder under DNS, but it seems Win2008
does not work this way, I had to put it in Default Gateway (server).

    DHCP Server . . . . . . . . . . . : 192.168.0.10

I meant manually assign the DNS server IP on client PC, I did this before,
but it till cannot access by name, only by IP.

Re: Windows 2008: Cannot access by computer_name

How do I fix this problem?

    Event ID 4013, Source: DNS-Server-Service

The DNS server is waiting for Active Directory Domain Services (AD DS) to
signal that the initial synchronization of the directory has been completed.
The DNS server service cannot start until the initial synchronization is
complete because critical DNS data might not yet be replicated onto this
domain controller. If events in the AD DS event log indicate that there is a
problem with DNS name resolution, consider adding the IP address of another
DNS server for this domain to the DNS server list in the Internet Protocol
properties of this computer. This event will be logged every two minutes
until AD DS has signaled that the initial synchronization has successfully
    completed.

Please run the following nslookup commands and post the results:

    nslookup netserver
    nslookup netserver.kool.com

If it doesn't respond, or it times out, there is another issue going on.
Does the hostname 'netserver' exist in DNS as a host record under kool.com?
If it doesn't, and this machine is a domain controller, than it appears
there is something more going on with AD itself. You also posted you are
seeing EventID 4013. That is indicative of a greater underlying error where
DNS cannot see the zone in the AD database because AD has not initialized.
As Meinolf requested, let us see your AD DNS domain name (as it appears in
    Active Directory Users and Computers).
