Did you tried resetting the Internet zone under internet options to default level? If not, do it now. Also you can use Trusted Sites zone to enable the download. Am sure there is some wrong setting in Internet Explorer that is blocking the downloads. If possible you should reset internet explorer and see if you still getting the error.

Thanks a lot for the help Bollea. So far I have disabled activeX and put the website in trusted zone from where am trying to download. But still facing the problem.

I also faced problem while putting the site from where I was trying to download PDF in Trusted Zone. It says trusted sights will only except https:/ as a prefix and not just http:/. Any suggestion?

The problem with http and https can be easily solved by unchecking the box that says “Require server
verification (https:) for all sites in this zone” at the bottom of that window. Just do it and try to download.

I don’t know even after facing so many problems people still use Internet Explorer? I quit IE because of such problems every day. Now I use Firefox as my Default browser and Opera for other works. Its been a year now but never faced any problem with these browsers. You should also switch to them now.
