    Can't install programs

I am having a tremendously difficult time with my new vista computer.
I recently tried to install several programs using the windows live
installer that downloads from microsoft - i get "Service "Windows Live
Setup Service' (WLSetupSvc) could not be installed. verify that you
have sufficent privileges to install system services." I am of course
    - an admin, and have also tried the "run as administrator" from the
contect menu. The error i get is 0x80070643 - Fatal error during
installation. No luck. I have tried to run the Microsoft cleanup
utility - but when i do that i get a permission denied with an
800A0046 Microsoft VBScript runtime error. I have gone to register
the dll and and the system reports that it has done so successfully.
I see a lot of errors floating around - but no solution that works for
    me. Any thoughts?

    Re: Can't install programs

    Hi, TG.

Wow! In all the time (since October 2005, including beta versions) that
I've been running Vista, I've never had such problems - or even heard of
them here in the newsgroups! Your computer must have some really special
features. No, I'm not trying to be sarcastic or poke fun. But there must
be something in YOUR system that is not in most others.

Can you tell us the name of at least one of the problem applications that
you are having trouble installing? And then tell us, step by step, HOW you
are trying to install it. Are these programs that you are downloading, or
are they on CD/DVD disks? Did you try the traditional installation methods
before the "Windows Live Setup Service' (which I'm not familiar with at
all)? Also, please tell us at least a little about your computer and which
version of Vista you are using.

When I install a new version of Quicken, for example, I insert the Quicken
CD and, if it doesn't autorun, I use Windows Explorer to navigate to the
Setup.exe file on the CD, right-click it and choose Run as Administrator.
It asks for my credentials, and then asks if I want an Express or Custom
install. (I choose Custom because I want to specify a non-default
    location.)

How does this differ from your installation steps and experience?

    Re: Can't install programs

Yeah - i'm somewhat baffled, hence my post. Although I do see some
others having similar problems when searching the net. I cannot for
example get the WLinstaller to work (for any of the windows live
products). I also downloaded the WMP 11 for firefox setup and it has
problems too (it seems that all of my problems are with Microsoft
products). It's a lenovo T61 running ultimate. I'm not having trouble
with all programs (i have successfully installed Office, CS3, Launchy,
Texter, and a handful of others). I have not had any trouble
installing the apps i had cds for; additionally, I have installed
several apps from internet downloads and over my network from my
server (which is running Server 2k3). Let me know what other
    information i can provide.

    Re: Can't install programs

    Hi, TG.

Let's hope that the added info will let some guru with more experience jump
in with some advice. WLM is the only "Live" app that I've used, and I've
never had a laptop, so my experience is limited in those areas. Your second
post indicates more technical competence than your first one, and you may
already be doing all the things I could suggest.

I did have some problems with my first try to install WLM, but that was
during the beta last Summer, when we had to do some workarounds to get it
installed in Vista x64. Later builds cleared up that problem and the RTM
version of WLM gave me no installation problems.

    Escalating Problems, - Connected?

I too have had untold problems. Now I cannot install anything that requires Windows Installer! Newest message is capicom.dll failed to register.

Started when I tried to install Office 2007/Enterprise. It would not install the whole thing due to Local_Machine32\Software\Classes\Capicom.Settings.1\CLSID. Error 1402; Cannot open registry key.

So I went instead and tried a custom -installed the most needed portions. INSTALLED FINE the custom selections, EXCEPT then the Windows Installer loaded EVERYTIME I opened a program and CONFIGURED FOR UP 5 MINUTES each time; everytime, every Office program!

Found LOTS of help, including Windows Installer Cleaner, and even Microsoft instructions on setting permissions and such in the registry and in the Office Data files ..plus:
    Windows Installer Cleanup http://support.microsoft.com/kb/290301
    TroubleShoot: http://support.microsoft.com/kb/929135/en-us
    Enabled Logging: http://support.microsoft.com/default.aspx?kbid=223300
And the one I thought would work, followed steps 1 & 4:
    http://support.microsoft.com/kb/838687/en-us

I must have messed something up. Now I cannot install anything that uses Windows Installer (ie, VistaManager-3rd party great program!) on my latest Admin User account (I have multiple personalities, LOL, clients each have own desktop-user account to keep work organized). Have installed it on the other 3 users perfectly before all this. Message: capicom.dll failed to register HRESULT 2147352567.

Seems these are related somehow, both having this "capicom" connection - and I must have caused more damage trying to fix Error 1402 to install Office 2007, since before I could at least install programs that used Windows Installer.

OS: Vista-64, brand new laptop, been loading all my software with no problems and problems started installing Office 2007 Enterprise (previously had Office XP Prof w/Frontpage-2002). I keep UAC turned off, and I went and set permissions to Everyone Full Control on every folder Windows would allow me to. (I work at home and live alone, so I could care less right now about security).

    No luck, just more problems.
Thanks - been reading through these forums, and gleaning information. A little knowledge is dangerous I guess.

    Re: Can't install programs

That's a COM DLL that the O/S is trying to register. The out of the box
user/admin account that you're using cannot register the DLL it's not a
    full admin right account.

About the COM registration, it seems that UAC can interfere with this
    according to the link.

    <http://chrisbensen.blogspot.com/2007/02/com-registration-under-microsoft.html>

It's also talking about using the hidden built-in Administrator account,
yes, that same built-in Administrator account on XP.

    <http://www.computerperformance.co.uk/vista/vista_administrator_activate.htm#Benefits_of_Vistas_Hidden_Administrator_Account>

You should read the information in the link, like read the section about
the benefits of using the Administrator account, which is the account is
an admin account that has full admin rights all the time and UAC can
    still be enabled.

As opposed to using your default out of the box user/admin account on
Vista that does not have full rights, because of the two access tokens
being used on the user/admin account, with the default being the
Standard user token. And that's why you must run something with Run As
Administrator that privileges are given to the Admin Full rights token
and escalate privileges, not so with the built-in Administrator account.
