    What is unsecapp.exe

Whenever I start my computer (Vista Home Premium) a window with a black
background and blinking cursor pops up with this file name:
C:\Windows\system32\wbem\unsecapp.exe Nothing I do gets rid of it unless I
click the red X in the upper right hand corner. I can't type anything at the
cursor either. Would appeciate learning how to prevent it opening at startup.

Thanks for the background info, but why does it open every time I start my
computer. How can I prevent it from opening? Why would it just start up all
    the sudden?
