    I'm not certain how he did it, but I used Logon Studio from Stardock. It's
    a free program that allowed you to change your login screen

    It looks as though there is a BETA version for Vista as well:

    Use at your own risk. I have used the XP version and it worked very slick,
    and I even made my own by altering a Linux login screen to suite Windows.

    The Vista logon background graphic is an image resource embedded in
    \Windows\System32\imageres.dll. There are a bunch of them, looks like
    one for each resolution / aspect ratio. You'll either need a resource
    editor or a specialized tool like Stardock's Logon Studio to change it.
