    Vista x86 support 4GB RAM

I am having a windows vista x86 system. I had installed 4GB ram on the system. But when I check inside My Computer > Properties I found that only 3.5GB ram is shown. I am not able to find any settings associated with the same. The RAM is not completely displayed. There are two 2GB ram sticks and both are new. So there is no chances that the ram is damaged or it is not appropriate.

That is not a problem. That is a limitation of 32bit system. Compare to 64bit OS, a 32Bit system supports less ram. You will not get the full 4GB ram usage on the same. That is a hardware limitation. And to install a 64bit OS you will need to change your hardware. So there is no problem with OS nor with the ram sticks. The issue lies with OS limitation which cannot be removed under any condition. You will have to use your them as it is.
