Vista using only one core on core2 duo cpu

I had a hard drive that recently surged and hence stopped working but I was still able to get the files from the same drive. So, I installed a fresh copy of Windows Vista on a new Sata hard drive that I bought and then copied all the files from the old drive to the new one. But ever since that, I can see that only 1 core is used by Vista instead of the dual core processor that i have? When i checked with 2 cpu monitors then on core 2 it is showing zero usage where else on the core 1 it is showing 100% usage. So, is it something with the new sata drive that is having some problem with the cpu?

Even I had this problem but now I have solved it. Follow the below steps:
    1. First click on Start and then in the Search bar type msconfig and then go into the Advanced boot option.
    2. After that you need to uncheck the box with the numbers of processors.
    3. Now you have to check the HAL Detection.
    4. Apply the settings and then close the window and Restart the computer.
    5. Upon the next bootup, goto msconfig again and then check the number of processors you want to use and then uncheck the HAL detection and save the settings.
    6. Now, Vista will be able to see all the cores.
