Unable to get liquor in Victoria 2

right now I am playing Taransvaal. I have build a liquor factory. After lots of wars and some consolidation and research I wanted to build some some artillery and guards. The national stockpile has provided cloth, small arms and wine but they were not able to get liquor.

I am suspecting that you are in UK sphere of influence and it will allows the Brits to Hoover and it straights out of the distillery's loading yard. I am also producing fuel but having really difficult time with craftsmen. Until and unless I purchase the stockpile. Someone could be beating you to purchase in the game. you wanted to buy max if it is possible but some of nation with lots of more money and lots of more demand to get it.
