Gift for community buildings in CityVille

There are a couple of items in the gift menu that say the following: "Use it to finish community buildings", does it mean with the three items Gold Platting, Building Grant and Red ribbon you can instantly build a community building without using energy? If so does it also include the people you would normally have to use to staff it or no.

No. After you have clicked to build the Community Building, it will appear as a fully built building but will have a scaffolding around it. When it's in this stage, you can click on it and it will bring up a final menu with either open spaces that you have to have your friends fill or it will have the 5 different building materials (Gold Plating, Marble, City Seals, Ribbon, and Building Grants) that you will need to collect in order to finish the building. In short, it takes energy to build and then it takes staff or building materials to finish.

Do the building materials that appear on each persons gift menu differ from account to account. For instance i only see gold platting, red ribbon and building grant in my gift menu to send to other people. Everyone has three different materials, but if you ask for them from the building's pop up menu, you can request any of the materials from any of your friends, and they can send you whatever you ask them.

I guess the pop up menu for the building opens after you construct the building. Right now its at. When the pop up menu to take items instead of people to complete the building appears is there a way to change back to the menu that asks for people. Dear fellow citizens, Something is moving in Zynga and hence they have also released two new companies so just keep playing and exploring things in CityVille.
