Splinter cell doesnt work with directx 9.0

I have old game splinter cell cheos theory.but when i start with windows xp or windows 7.it show me that pixal shader 1.1 not suported.but i have intel gma 3100 with 256 mb.why?
My pc specification is 250gb hdd,2gb ram,graphical memory 256 mb,gigabite g31 motherboard,intel core2duo 2.8gz procressos,os is windows xp and windows 7.please help me.

It could be that the video card drivers ain't upto the mark. You need to upgrade the driver for the video card that you use in your system. After installing or upgrading the drivers restart the system and then check out for the game after executing. You may not get the issue as it used to. Look for it.
