Fallout 3 Broken Steel Installation error 0x8009200D

hi,
while installing Broken Steel i have received error says: "Not a cryptographic message or the cryptographic message is not formatted correctly. (Exception from HRESULT: 0x8009200D)." I have installed updated patch v1.5 . can some one tell me what is wrong ?

same thing happens on side i look out for it and found lots of people suffering due to this problem mainly it working on xbox360 but PC user has this error.

it is distributor fault, coded file problems usually occur when games let you DL hidden files so problem with compiling so DLC has had significant problems.

just redownload it run GFWL with the game. enter to My media then display Local Content and change it to History.
