bow of blizzards seems to be the best so far at lvl 23, It does 15 damage and then 15 frost damage on strike. I take out an imperial guard in like 2 hits. Toss in some ebony or daedric arrrows and youve got it made.

Glass armor is the light armor equivalent of Ebony. You wont likely see much, if any of that till you approach lvl 20.
If you're not heavy armor user you should not use Ebony armor just because it has more AC. You need to use the stuff you're skilled in or it doesnt help you as much.
You will start seeing glass weapons a few levels before you start seeing glass armor btw.

Best Heavy armor- Daedric armor that gives me combined defense of 85 at heavy armor level of 75
best light armor-Glass armor that gives me 80 at level of light armor=80
