I have Far Cry 2 game with me and I begin to set up a map and I wonder if we can play solo on this map with enemies controlled by the computer (on PS3).
It will be great if we could do so?

Indeed it is a weakness of the creator. You could not play that alone. It is not possible to be controlled by bots.

It is there choice and I do not think it will change even after patches. Being multi-platform, the publisher must be accessible to all (PS3, Xbox360, PC). Outside solo = = IA code or something like that, as we have seen on the CryEngine 2 for placing IA. And propose that console would be somewhat complex.

Personally, I think it's really none of their hand. I was delighted to make my own map to extend the pleasure mode Solo. Not even screwed to the animals to a safari map.
