You have a solo mode and yes you can play lan but it must be connected to steam
It's like CSS or any other multi games by Valve, then yes the solo and more.

Left 4 Dead would be available offline for only a portion scenario (It is not yet official) it is impossible to play with bots offline.
Online, you can play against networked players worldwide
