Should I backup Steam folders and saved games

I want to format my HDD due to some problem with my windows installation but am bit confused and worried about my steam. I know that all data on my HDD will go after formatting, should I backup anything related to steam such as my steam folders and saved games some where else. If yes than how to do that?

I think you should back up your steam related things on to external hdd, cd or usb drive so that you don't loose anything important. However I don't know how to do that but you can search it over the net for the solution.

Have a look at this. It will help you reinstalling the steam.

    Cleanly reinstalling Steam

However you can re-download all the saved games from the steam itself.

Copy the Steam folder somewhere (cd or pen drive) and delete the clientregistry.blob. Run Steam installer after fresh installation of windows and you will get everything back without any problem.
